Aether has worked for cities and other local authorities both in the UK and overseas: including Oxford, Aberdeen and North East Scotland authorities, and in Jakarta and Mumbai.

Aether offers a wealth of experience working with cities and regions to combat climate change and improve air quality.  We work at the sub-national level to assist municipalities, local authorities and other organisations to collect, measure and analyse evidence of emissions and the potential impact of local action on emission reduction.

We offer our services in English, Spanish and French and work with associates internationally to ensure our expertise can be applied universally.

Core services

GHG emission baseline and forecasting

Initiatives such as the Compact of Mayors, Covenant of Mayors, C40 and others have demonstrated the appeal and success of cities developing comprehensive, robust and multilateral strategies to reduce greenhouse gas emissions. This momentum needs to be compounded and accelerated if the highly ambitious 1.5°C UNFCCC target is to be achieved.

Aether supports cities, local Authorities and Regions in developing Strategic Energy Action Plans required under the Covenant of Mayors.  We have a detailed understanding of the DECC Local Carbon emission dataset having been involved in its development since 2005.  We can use this dataset, augmented by local data, to define Baseline and moniroting emissions inventories. 

We deliver a suite of tools and methods by bringing together key stakeholders, prioritising and quantifying key policies and measures then presenting data in a logical and useable way to inform decisions. Aether developed TRACE, a forecasting tool, for supporting analysis of the impacts of actions to reduce energy and emissions.

Local air quality management & low emissions strategies

Aether is a leading expert in Local Air Quality Management (LAQM), with active involvement in the review of local authority review and assessment reports for Defra. We provide independent expert review to GLA concerning air quality aspects within relevant planning applications, and Aether staff were also co-authors of the relevant technical guidance for local authority officers.  We are therefore extremely well placed to assist with:

  • The development of annual monitoring and reporting programmes under LAQM including Updating and Screening Assessments (USAs), Progress Reports, Detailed Assessments and Action Planning
  • Independent expert review of received air quality assessments
  • The development of local air quality guidance material

Aether can also assist with feasibility assessment, design and implementation of Low Emission Strategies where these are being considered by local authorities.  We were part of the team to undertake a LES assessment for Cheshire East, undertaking modelling of road networks within AQMAs and conducting scenario analysis to evaluate the potential impact of LES policy measures on reduction of ambient air quality concentrations in these sensitive locations.
