Justin Goodwin

Justin has been working with greenhouse gas and other air emissions inventories and projections for the last 17 years.  During this time he has developed the UK Inventory estimation methodologies and systems, internet data warehouse, GIS methods, projection models and scenario tools as well as QA/QC, management systems and reporting functions. 

Justin established the successful management structures and development programmes for the UK’s National Atmospheric Emissions Inventory team of 20 people. The NAEI team compiles and reports nationally and internationally the UK’s inventory each year and supports UK for policy development. 

Justin has been instrumental in designing and developing the datasets for the Local Authority performance indicator NI186 (per capita community CO2 emissions), the development of tools for tracking local action and supporting the development of emission factors for Defra’s Company Reporting Guidance.  

Internationally, Justin serves on the UNFCCC’s roster of experts and has led reviews for UNFCCC Protocol inventories for over 10 countries.  Justin has been a UK representative for UNFCCC/MRV (Monitoring, Reporting and Verification) related negotiations and participated in the UK delegation in Montreal in 2005. 

Justin is the lead author for the data collection chapter of the IPCC's 2006 Good Practice Guidelines and is leading the development of the CLRTAP emissions inventory review process.

Justin is currently also a Director of Climate South East and Chair of its Emissions Monitoring Group
