Providing support on NDC Implementation to Lao PDR

Under the Technical Assistance cluster on Supporting the Implementation of their Climate Change Operational Framework 2017–2030, the Asian Development Bank (ADB) has established the Nationally Determined Contribution (NDC) support platform (“NDC Advance”), aiming to provide technical assistance to enhance the capacities of developing member countries in meeting their climate commitments under the Paris Agreement.

Melanie Hobson has been working with the Asian Development Bank since 2019 and under this TA has been providing Monitoring, Reporting and Verification (MRV) expertise to a range of countries. In August 2023 a country consultation and capacity building mission was organised to Lao People’s Democratic Republic. The work will support the Ministry of Natural Resources and the Environment (MONRE) with tracking progress with their NDC and National Strategy for Climate Change. The mission initiated the implementation of the capacity building and training plan on the fundamentals of MRV and obtained additional data and information on the status of the national MRV system. Further work is now being undertaken to produce an assessment of the current status of MRV for GHG mitigation analysis and climate finance and identify recommendations and a roadmap to enable Lao PDR to have a fully functioning MRV system.
