Providing GHG and AP emission inventory training to the UAE

Aether has been working with the UAE’s Ministry of Climate Change and Environment (MOCCAE) since 2018 to provide air quality pollutant and greenhouse gas inventory support as well as Monitoring, Reporting and Verification (MRV). The latest project culminated in a week long capacity building workshop in Dubai in May 2023 at which Aether staff delivered training to over 30 participants on MRV and the enhanced transparency framework of the Paris Agreement, an introduction to inventories, data collection, how to conduct QA / QC, key category analysis and uncertainty analysis and individual sessions on each inventory sector – stationary energy, mobile energy, industrial processes and product use (IPPU), agriculture, land use change and waste.

 

Through the workshop, the participants obtained a better understanding of the components, capacity building areas and themes covered by MRV and the transparency framework, the basics in GHG and AQP emissions inventories and how that applies to the UAE context, the confidence with collecting activity data and compiling an emission inventory for one or more sectors and confidence with quality assurance and quality control techniques. Now that MOCCAE and other Federal and Emirate level Ministries / Agencies have the background and knowledge, they will be able to compile their own annual emission inventory estimates and use this to track progress with emission reduction commitments.
