Analysis of the wider impacts of actions to reduce emissions

Actions to adapt to or mitigate climate change often have wider social, economic and environmental impacts. These impacts can be both positive and negative. For example, tackling energy efficiency by improving insulation can have local benefits through reduced air pollution, economic impacts from reduced fuel bills and health benefits through improved living standards.

Aether is one of the world leading organisations assessing co-benefits and wider impact on a national as well as sub-national level. Aether has conducted several wider impacts studies in Europe, developing countries, as well as sub-national regions.

Wider impacts analysis

Wider impacts analysis is an emerging area in policy thinking and research. It brings new information to support policy decisions within public as well as private organisations. In a more joined up approach to policy making, it allows the consideration of other possible impacts of policies beyond the intended consequence. It adds weight to arguments for implementing climate mitigation actions as there are wider benefits to be gained. Identification of co-benefits has the potential to greatly increase the engagement of a broad cross section of stakeholders in the successful implementation of policies and measures.

Increasing stakeholder engagement

Environmental action requires the active engagement and buy-in from a wide range of non-environmental stakeholders. Integrating effective environmental action into economic, social and sustainable development requires more than the simple presentation of actions, their costs and environmental benefits. It requires a broader consideration of the co-benefits and possible compromises of the action with respect to core economic, social and sustainable development goals.
