Developments in the understanding of emission sources can mean that substantial revisions are made to national emission estimates. This can result in countries exceeding emission ceilings simply because they are better able to make emission estimates. However, a system is now in place under the UN/ECE Gothenburg Protocol to allow countries to apply for “adjustments” to their best science emission estimates, to create emission estimates for compliance purposes.
Chris Dore recently led the review of several countries making adjustment applications, and is now tasked with leading the drafting of the updated Guidance for this important process.
