Chris Dore was recently interviewed by Science for an article on black carbon. Black carbon is a short-lived climate forcer, but the voluntary reporting of emissions is being included in UN/ECE Protocols – primarily because the air quality community are better placed to evaluate black carbon due to its similarities with particulate matter.
