Increasing interest in analysis of Policies and Measures

The analysis and quantification of Policies and Measures (PAMs) for greenhouse gas and air pollution mitigation is becoming increasingly important and Aether has developed significant track record in this area.  Aether is part of the team under the European Topic Centre on Air Pollution and Climate Change Mitigation with the European Environment Agency. An important project within this work area is to analyse national policies and measures (PAMs) reported by European countries under the mechanism for monitoring greenhouse gas emissions. The first year of full reporting of PAMs was in 2015, and it is required every 2 years. This project involves supporting EU Member State submissions of PAMs data, gathering best practice information of reporting, and implementing quality assurance and quality control procedures on the database of reported PAMs. Individual national PAMs will be evaluated, addressing the relevance, effectiveness, efficiency, and coherence of the PAM. Findings will be consolidated in a stakeholder consultation, to corroborate findings and improve the methodological approach.

Aether has also provided support to several developing countries in the analysis and communication of their PAMs in support of their INDCs and National Communications.  Aether also has experience of reviewing the PAMs sections of National Communications for Annex I countries under the UNFCCC.

Aether  is also part of an international team analysing Belgium’s national PAMs, focusing on quantification of the actions. This builds upon other projects in which Aether has assessed PAMs: Aether analysed Ireland’s policies and measures as part of a comprehensive review of their national air quality and greenhouse gas projections and subsequently developed a database for their PAMs quantification. Jersey’s policies were assessed and included in thevisualisation of Jersey’s greenhouse gas emissions inventory which Aether created to increase transparency of data. UK Local Authority policies and local actions have also been assessed and shown in the TRACE (Tracking Action on Climate Change and Energy) tool which Aether created to provide Local Authorities with a user-friendly interface to explore their greenhouse gas emissions.
