Pakistan Training Workshop on Monitoring, Reporting and Verification (MRV), Carbon Markets, and Article 6 Mechanisms

Pakistan’s climate commitments under the Paris Agreement and its Nationally Determined Contributions (NDC) require transparent, consistent, and technically robust Measurement, Reporting and Verification (MRV) systems to support national greenhouse gas (GHG) inventories, Biennial Transparency Reports (BTR), and emerging carbon market participation under Article 6. In this context, a training workshop was provided in Islamabad, which was funded by the Asian Development Bank (ADB)’s Technical Assistance programme and was provided in coordination with the Ministry of Climate Change and Environmental Coordination (MOCCEC) and the Global Change Impact Studies Centre (GCISC).

The primary objectives of the training were to provide participants with training on the fundamentals of MRV and how to apply it in the Pakistani context, GHG inventory compilation with practical exercises, how to apply quality assurance and quality control (QA/QC) to datasets and to provide support for carbon market project development.

The training took place over three days:

  • Day 1 provided participants with a summary of Pakistan’s NDC commitments, and the analysis presented in the first BTR. In addition, presentations and group work on MRV were included.
  • Day 2 introduced GHG inventory compilation methodologies, projections, and facility level reporting.
  • Day 3 provided an overview of carbon markets, Article 6, and Emission Trading Schemes (ETS).

The development of the modules, expert input and facilitation was provided by ADB staff and Consultants (including those from Aether) as well as from GCISC. In addition, the ETS module was provided by individuals from the GIZ office in Pakistan as part of their ‘Preparing an Emissions Trading Scheme (ETS) in Pakistan’ project.
